have the honour to invite reference to
paragraph 123 on page 20 of the Memorandum on the
Financial Position for 1937, 1938 and 1939, which was
forwarded to you under cover of my despatch No.754 of
8th October, 1938, and to inform you that subject to
your approval I have appointed Mr. A. T. Lay to the post of Programme Secretary in the Broadcasting
sub-department of the Postmaster General's department.
2.
Copies of his P/l form and the letter containing
the terms which have been offered to and accepted by him
are enclosed.
3.
Mr. Lay's duties are the same as those which
he formerly performed under a three-yearly agreement
dated 5th March, 1938, with the Chairman of the Hong
Kong Broadcasting Committee. He has proved himself a
most suitable person to perform the duties of this post.
